A rejected SIF file does not just delay salaries. It can stop you hiring.
WPS payroll software calculates your payroll and generates the Salary Information File your bank or exchange house submits to MOHRE, in the exact format required. It handles UAE gratuity, leave rules, attendance-driven overtime and document expiry alongside the salary run, so compliance is a by-product of processing payroll rather than a separate monthly exercise.
✓ SIF generated from the payroll run✓ Gratuity accrued monthly, not at settlement✓ Attendance feeds overtime automatically✓ Document expiry alerted before it bites

What is WPS in the UAE?
The scheme
How the Wages Protection System works
WPS is the electronic salary transfer scheme operated by the Ministry of Human Resources and Emiratisation together with the UAE Central Bank.
› Employers pay staff through an approved bank or exchange house
› A Salary Information File confirms each employee's wage for the period
› MOHRE uses the file to verify wages are paid in full and on time
› The file is submitted every pay run, not annually
It applies to companies registered with MOHRE. Several free zones operate their own equivalent wage-protection requirements, and a limited set of exemptions exists.
› Companies registered with MOHRE
› Free zones frequently run their own equivalent scheme
› A limited set of exemptions exists
› For a typical company with staff on MOHRE contracts, it is mandatory
Your own free zone position and any exemption that applies to you are worth confirming with MOHRE or your PRO before relying on a general answer, because the detail varies by authority and changes over time.
The file
What is a SIF file?
A SIF — Salary Information File — is the structured file submitted to your bank each pay run.
What the file carries
The employer identifier, employee identifiers, the salary period, and the fixed and variable wage paid to each person.
The format is strict
Field lengths, record types, identifier formats and totals all have to be exactly right. A file that fails validation is rejected outright rather than partially processed.
Generated, not typed
Payroll software produces the file directly from the payroll run, which removes the class of error entirely. Businesses building SIF files by hand typically discover the format rules at 4pm on the day salaries are due.
Consequences
What happens if you get it wrong
01Fines
Late or incomplete submissions carry financial penalties. The amounts and the grace period are set by MOHRE and are worth confirming against the current circular rather than a third-hand figure.
02Work permits suspended
New work permits can be blocked until the position is corrected. For a growing business, or a contractor mobilising for a new project, the hiring block is usually more damaging than the fine.
03No room in the schedule
Wages must reach employees within the period MOHRE sets, so payroll processing needs to start well before month-end. A two-day window between calculation and submission leaves nothing for a rejected file.
The calculations
Beyond the SIF file
Generating the file is the minimum. The calculations feeding it are where errors actually originate.
End-of-service gratuity
Calculated on basic salary and length of service under current UAE labour law, with different treatment by contract type and by whether the employee resigned or was terminated. Good systems accrue the liability monthly so it appears in the accounts rather than arriving as a shock at settlement.
Leave rules
Annual leave accrual and encashment, unpaid leave, sick leave bands, and the treatment of public holidays falling within a leave period.
Air ticket and visa entitlements
Tracked against the contract and provisioned where the policy requires it, rather than discovered when somebody books a flight.
Overtime
Weekday, rest day and public holiday rates applied to attendance data rather than calculated by hand at month-end.
Document expiry
Passport, visa, labour card, Emirates ID and insurance renewal dates with escalating alerts. A missed renewal carries fines and can block other government transactions.
Attendance
Attendance drives payroll
Where errors start
The re-keying, not the calculation
The most common source of UAE payroll error is not the arithmetic. It is the re-keying between attendance and payroll at month-end, under time pressure.
Salary cost by department or project, WPS payable, gratuity provision, leave accrual and deductions, in the right accounts with the right cost coding.
Inside the ERP, it is part of the run
No integration to build, no reconciliation to own, and payroll software costs less as an incremental module than as a separate platform.
Outside it, someone owns the reconciliation
Where payroll sits in a separate platform the integration needs building and testing, and the monthly reconciliation needs a named owner rather than an assumption.
Contractors allocating site labour to project cost codes should treat this as a requirement rather than a nice-to-have. Accounting software →
Implementation
Two to four weeks for a straightforward company
Go-live is always set at the start of a pay period, never mid-month.
01
Load the employee master
Contracts, salary structure, identifiers and bank details, checked against the documents rather than against the old spreadsheet.
Against the contracts
02
Enter opening balances
Opening gratuity and leave balances. This is the item most often got wrong — if the figure has been kept in a spreadsheet, expect to recalculate it from contract dates before loading.
Recalculated, not carried
03
Configure policies
Leave rules, overtime rates, allowances, deductions and the approval path for each of them.
Agreed with HR and finance
04
Run one payroll in parallel
Alongside the existing process, to confirm both the figures and the SIF file match before anything is submitted for real.
WPS, the Wages Protection System, is the electronic salary transfer scheme operated by the Ministry of Human Resources and Emiratisation with the UAE Central Bank. Employers pay staff through an approved bank or exchange house and submit a Salary Information File confirming each employee’s wage, so MOHRE can verify wages are paid in full and on time.
Which companies must use WPS?
WPS applies to companies registered with MOHRE, which covers most mainland private-sector employers. Several free zones operate their own equivalent wage-protection requirement. A limited set of exemptions exists, but the practical position for a typical Dubai or Abu Dhabi company with staff on MOHRE contracts is that WPS is mandatory.
What is a SIF file and how is it generated?
A SIF (Salary Information File) is the structured file submitted to your bank each pay run, listing employer and employee identifiers, the salary period, and the fixed and variable wage paid to each person. WPS payroll software generates it directly from the payroll run, which removes the formatting errors that cause file rejections.
What happens if salaries are paid late?
Late or incomplete WPS submissions can lead to fines and suspension of new work permits, which halts recruitment until the position is corrected. Wages must reach employees within the period set by MOHRE, so payroll processing needs to start well before month-end rather than on the due date.
Does WPS payroll software calculate UAE gratuity and leave?
Yes. Capable UAE payroll software calculates end-of-service gratuity under current labour law, tracks annual leave accrual and encashment, applies unpaid and sick leave rules, and maintains air-ticket and visa-renewal entitlements. These are exactly the calculations that most often go wrong in a spreadsheet-based payroll.
Can payroll integrate with attendance and accounting?
Yes. Attendance data — biometric, face recognition or app-based check-in — feeds overtime, late deductions and unpaid leave straight into the payroll run, and the resulting journal posts to the general ledger automatically. That removes the two manual re-keying steps where payroll errors usually appear.
How much does WPS payroll software cost in the UAE?
Payroll is normally priced per employee per month, so cost scales with headcount rather than with modules. A 50-person company pays considerably less than a 500-person contractor with multi-site attendance. Where payroll sits inside your ERP, the incremental cost is lower than buying a separate payroll platform.
How long does it take to move payroll onto new software?
Two to four weeks for a straightforward company. The work is loading employee master data, entering opening gratuity and leave balances, and running one parallel payroll alongside the old process to confirm the figures and the SIF file match. Go-live is always set at the start of a pay period.
