Odoo cost has two parts: the Enterprise subscription, charged per user per month regardless of how many apps you enable, and a one-off implementation fee. For most UAE SMEs the implementation is the larger first-year figure by a considerable margin. This page sets out how each is calculated and what a realistic total looks like.
The parts
Odoo Enterprise is charged per user per month. Every Enterprise app is included in that price, so enabling another module does not increase your licence cost — only adding people does.
A one-off project fee covering discovery, configuration, UAE localisation, data migration, custom development, testing and training. For most first projects this is the larger number.
An annual maintenance contract covering user support, fixes, report changes and version upgrades. Not optional in practice.
Community edition has no licence fee. It also has no vendor support, no mobile apps, no Odoo Studio and no official hosting, which is why very few UAE businesses run it commercially. Odoo overview →
The model
This is the most commonly misunderstood point about Odoo price, and the most useful thing this page can explain.
Odoo moved to a single per-user price including all Enterprise apps. Turn on Accounting, Inventory, CRM, Manufacturing, HR and Project — the licence cost is the same as running Accounting alone.
That is a meaningful structural difference from NetSuite and Dynamics 365, where module selection directly drives the bill.
Cost drivers
Six things, in roughly descending order of impact.
Finance and inventory is a fraction of finance, inventory, manufacturing, projects and HR. This is the largest single driver.
Clean master data in a structured export is straightforward. Twelve years of history across three systems with inconsistent customer records is a project in itself.
Integrations, bespoke modules and custom reports, each quoted individually. Custom development.
Multi-company setups multiply configuration, chart of accounts work and testing rather than adding to them.
VAT configuration is standard. WPS payroll, bilingual invoice layouts and e-invoicing readiness add scope.
Role-based training across several departments costs more than a single admin session — and is worth it.
The gaps
Ask about all six before signing anything.
Usually quoted as your responsibility, and usually the longest task in the project.
Modules from the Odoo store carry their own subscriptions, and some are essential for UAE operation.
Charged by the provider, not by the partner, and easy to leave out of a comparison.
The reports management actually wants are rarely the ones shipped as standard.
Not optional in practice. Budget it from year one rather than discovering it in month thirteen.
Odoo releases annually. Heavily customised deployments need every customisation retested against each release, and that cost recurs.
A quote that omits these is not cheaper. It is incomplete, and the difference reappears as change requests once the project is under way.
Comparison
On both licence and implementation, and the gap is widest at the small end.
Multi-entity consolidation, advanced revenue recognition and heavy statutory reporting are areas where the enterprise platforms need less custom work to reach the same outcome, so the licence saving gets consumed by development.
Scoping
Yes, and most UAE businesses should. The cost of starting small is a second phase. The cost of starting big is a project that stalls. Generic online calculators rarely account for UAE localisation, migration effort or training, which is why the number they produce and the number you eventually pay tend to differ substantially.
A core team on a tight initial app scope. A project that goes live in ten weeks keeps its momentum; one that runs nine months usually loses its sponsor.

The subscription covers access to Enterprise apps, hosting if you use Odoo Online, security updates, mobile apps, Odoo Studio and version upgrades. It does not cover implementation, data migration, custom development, training or ongoing support — those are separate and come from your implementation partner.

The costs buyers usually miss are data cleanup, third-party apps from the Odoo store, payment-gateway and bank-feed charges, custom report development, and annual support. Version upgrades are a recurring cost wherever heavy customisation exists. A properly scoped quote lists all of these before you sign.
